Loremasters of Hoeth (and their excellent infantry unit brethren, the Swordmasters of Hoeth) can be recruited from the first upgrade of the Archive, so Tier 4. Mage Heroes can be recruited at an Archive and it's subsequent upgrades. The High Elves can field caster Lords (your brother Teclis, for example, but also generic Archmages, these could be DLC though) but more importantly Mages of all the different schools of magic as well as Loremasters of Hoeth, hybrid melee-casters with a mixed bag of spells, including healing. Magic spells are combat abilities cast by heroes or lords (and rarely bound to units). I think it's not a bad thing either as magic requires attention to be fun and useful. After all, you only have so many buildings slots to fill. Think we missed one?
